But other zero-Covid countries in the Asia-Pacific region will also be watching closely to see if Sydney can succeed in keeping case numbers and deaths low enough to avoid overwhelming hospitals, while still allowing business to resume and people to get on with their lives. As case numbers rose, it became clear that keeping people inside was unsustainable - for economic and health reasons - and Australian authorities came up with a plan to vaccinate the country out of the pandemic. Other states are expected to reach that number in the coming weeks, and by the end of the year the entire country is expected to open up. But experts warn it's not without potential dangers - and some people are bearing more of the risk than others. In some suburban areas of Sydney, full vaccination rates are as low as 30%, according to government figures. The state's Indigenous population is also trailing statewide numbers. For example, as of October 6, fewer than half of Indigenous people aged 15 or over on the NSW Central Coast had received both vaccine doses. That's a problem because Indigenous people generally suffer more chronic health issues than non-Indigenous people, putting them at greater risk of Covid complications. And young people are also of concern. In NSW, only 58% of people age 16 to 29 have been fully vaccinated - the lowest of any age group besides 12 to 15-year-olds, who were only recently given access to vaccines. McLaws from UNSW said young people are likely to be among the first to take advantage of the freedoms afforded by reopening, so ensuring they are fully vaccinated is especially important. She compared it to patches of dry kindling which, if ignored, could eventually spark a bushfire. "Young people, they start the fire, and then those groups that are at risk … are the vulnerable and the Indigenous population and just generally regional areas outside the big cities," she said. "The ultimate outcomes of opening too fast or too early will be avoidable deaths and the reintroduction of lockdowns and other restrictions - things no-one in NSW wants to see," he said in a statement. "Sydney must take this opportunity to show the rest of the country how to live with COVID whilst protecting health and health care." Australian Prime Minister Scott Morrison said the country's states have had 18 months to prepare for higher Covid cases - and the "planning is well in place." He also urged Australians to play a role in taking pressure off the system. "Where there's no cases, or whether there's 500 cases, or indeed 1,500 cases a day. A diverse field of candidates have put up their hands to succeed Philippines President Rodrigo Duterte, who is stepping down after a single six-year term in line with the Philippines constitution. Although the 2022 presidential election campaign is yet to begin, the machinations and drama are well underway. Friday was the final day for candidates to announce their intention to run. Among those who officially filed are Ferdinand "Bongbong" Marcos Jr., the son of a former Philippines dictator; Manny Pacquiao, a senator and former boxing champion; Vice President and Duterte critic Leni Robredo; and Isko Moreno, the mayor of Manila and a former actor. Richard Heydarian, professor of history and political science at the Philippines' Polytechnic University, says there is no clear frontrunner. "It is going to be highly, highly competitive," he added. The Philippines has only one round of voting, unlike many countries such as France, where there is a second ballot between the two most popular candidates. This means that whoever is in front at the end of counting will become president - no matter how small their total share of votes. In a tight race, the prize could go to anyone. And the stakes are high. The Facebook whistleblower who released tens of thousands of pages of internal research and documents indicating the company was aware of various problems caused by its apps, including Instagram's potential "toxic" effect on teen girls, called on Congress to take action against the social media platform in testimony before a Senate subcommittee Tuesday. Frances Haugen, a 37-year-old former Facebook product manager who worked on civic integrity issues at the company, faced questions from a Commerce subcommittee about what Facebook-owned Instagram knew about its effects on young users, among other issues. "We don't agree with her characterization of the many issues she testified about. Despite all this, we agree on one thing; it's time to begin to create standard rules for the internet." Facebook is no stranger to scandals, and it's not the first time the company has been the subject of Congressional hearings. Nor is it the first time Facebook's public image has been shaken by a whistleblower. But Haugen's documents and upcoming testimony come amid broader scrutiny of Facebook's power and data privacy practices, and have already spurred bipartisan criticism of the company's influence on children. It remains to be seen, however, if it will create momentum for any meaningful regulation. From outage to outrage The testimony came after a tumultuous day for the company. Facebook, WhatsApp and Instagram went down for about six hours on Monday. In her testimony, Haugen said, "Yesterday, we saw Facebook get taken off the internet. I don't know why it went down, but I know that for more than 5 hours Facebook wasn't used to deepen divides, destabilize democracies, and make young girls and women feel bad about their bodies." She added: "It also means that millions of small businesses weren't able to reach potential customers and countless photos of new babies weren't joyously celebrated by family and friends around the world. I believe in the potential of Facebook. We can have social media we enjoy, that connects us, without tearing apart our democracy, putting our children in danger and sowing ethnic violence across the world. We can do better." She said Facebook is "looking for ways to release more research." The Journal report, and the renewed pressure from lawmakers in its aftermath, also appeared to force Instagram to rethink its plans to introduce a version of its service for kids under 13.
